On Sunday December 6, 2009, the district 4 meeting was held in Ocala, Fl, and I want to thank George Olney, the president of Ocala branch 1103 for hosting this very successful event. I would also like to thank the over 40 NALC members who attended this event. Included in attendance were Region 9 National Business Agent, Judy Willoughby, Florida State Association of Letter Carriers (FSALC) President Matty Rose, FSALC Vice President Al Friedman, FSALC Secretary O.D. Elliot, FSALC Director of Retirees Don Southern, FSALC District 2 Chairman Joe Henschen, Dispute Resolution Team member Lynne Pendelton, 3 Congressional District Liaisons (CDL's) , and 5 Branch Presidents.
The meeting opened with introductions of the guests and the CDL's, then a "go round" of individual introductions of all in attendance. Followed by FSALC President Matty Rose covering the past and present state of the postal service pertaining to the political outlook of our jobs, and where we stand as of now with the decline in first class mail and the loss of revenue and what we can do in the future to help ourselves with our jobs.
After lunch FSALC Director of Retirees Don Southern spoke on COLCPE, and the importance of contributing to help our friends in congress stay our friends and to stay in congress. were also reminded that NO MONEY FROM OUR DUES GO TO COLCPE, only our contributions.
Following Don Southern, FSALC Vice President Al Friedman spoke about the annual NALC food drive and the FSALC web site. Vice President Friedman announced that Publix will once again be supplying the bags for the food drive.
Dispute Resolution Team member Lynne Pendelton gave an informative report on handling discipline from the Investigative Interview (fact finding) all the way through as if the case was going to arbitration. There was a breakdown of many possible scenarios that a shop steward and all carriers need to know to protect them selves and also to help themselves when problems arise. Lynne also mentioned that A-Formal reps make sure that they have all the information that has to be given to the B-Team so that our representatives can do the best they can for us at that level.
The group was then addressed by Heather Beaven who is running for congress in the 7th district against John Mica, we also heard from Keon Williams who is the field organizer for Kendrick Meek, who is running for the U.S. Senate, and has been endorsed by the FSALC.
Then we had the honor of having National Business Agent from region 9 Judy Willoughby discuss several subjects, for instance, route adjustments, FSS implementation, withholding, and FMLA. this was followed by a question and answer period with Judy.
The next district 4 meeting will take place some time after the state training, that will take this March 2010, in Cocoa Beach. If any branch in district 4 would like to be the host branch for this training , and bring all this education to their members, please let me know.

- 10:00-10:30Am- Welcoming remarks from Dist 4 Chairman Frank A. Marinacci, Introductions of the NALC Congressional District Liaisons within FSALC Dist.4 jurisdiction, they will explain their roll and activities, Introduction of guests and speakers.
- 10:30-Noon-Matty Rose FSALC President. Matty will cover the future of the USPS, the FSALC involvement in politics and legislation. The history of HR22, 2010 struggle for USPS funding, the FSALC association with the Florida AFL-CIO, the outcome of loss of revenue and volume on the letter carrier craft, a report on the AFL-CIO Florida Convention, and congressional visits to DC and District Congressional Offices.

- 2:00-3:00PM-National Business Agent Judy Willoughby, Judy will cover subjects such as MIARAP (route adjustments), withholding (PTF Converting to regulars), FMLA (Family Medical Leave), the USPS national reassessment program (NRP), followed by an open RAP session with Judy.
